Healthcare organizations face a multitude of legal, social and operational issues associated with the rapid increase in both the uninsured and the underinsured populations. Hospitals risk losing their non-profit status if they fail to prove they are providing adequate amount of charity care. Many hospitals do not have charity policies or are not classifying care as charity consistently and objectively. Additionally, hospitals are being scrutinized for not providing discounts to the self-pay population for early payment, similar to discounts allotted to the insurance industry and federal government. While most healthcare organizations clearly understand their social responsibility in regard to these issues, many are striving to find new ways to balance this imperative against their legal and financial operating goals.
